Tbe floral decorations were similar to those of last Tuesday and tbe general arrangements practleally tbe same. Mr. uon or west Virginia, attributed tbe present deporsble condition of the navy to tbe Idiotic policy of appropria tions by congress and denied tbat It was tbe result of extravagant expendlrares by me former secretary oi toe navy, tie went on to criticize tbe actron of secretary Whitney In connection with tbe DoIddIo ana ottteriy assaitea tne auziinary board appointed ny tne secretary without au thority of law, to report npon the vessel Tbat board consisted of Captain Ile Ik nap Commander Evans snd Mr. Winter. Tbe first named omcer bad been an applicant for promotion.

He knew tbat Ih report mieoueu to oe maue one way, and unless it was so maue, ne would get neuner promotion nor nis designation to bis high office. Commander Evans bad an underlying grudge ana nairea against secretary tjnandler, having been removed by tbat officer. Mr. winter was superintendent of tbe Met ropolitan steamship company. In which he was deeply Interested and to which John Roach was a rival, as he built tbe ships of the Mallory line.

He was Interested In patents which Mr. Roach bad repatented and this was tbe third man on this Impartial board. These were men who struck down and ruined the grand er artisan of tbe day and he was con victed on such testimony as this. He (Ooff) believed that this board could not be duplicated anywhere. The Dolphin was as grand a ship as bad ever danced on an ocean wave, if the testimony of experts could be relleJ upon.

It bad been condemned on tbe ground tbat it bad not attained a upeed of fifteen knou an hour. Tbat was not true. It bad at-aiaed and exceeded tbat speed. Tbe advisory board bad said tbat It made over fifteen knots under tbe most dlsad-vadtageous circumstances. After the appointment of Lieut.

Knappto tbe board it went down to New York and the vessel made a trial trip and the board reported to tbe secretary of tbe navy that Ibe Dolphin made over fifteen knots. A dispatch from Mr. Belknap reporting that tbe vessel had made fifteen and one-half knots had slumbered in tbe department until last week. It bad slumbered and It would be far better for the reputation of living meu If It ftlll slumbered. It slumbered from May, 1885.

down to tbe time that Henator Hale called for all information in tbe matter. secretary Whitney bad reluctantly drawn It from a plgion hole and given it tbe light of day. Its being kept a secret was especially significant as Secretary Wbltnev, alter Its receipt, bad written to tbe attorney general asking him bis opinion on this subject snd ststlng It as a fact tbat tbe Dolphin bad not made fifteen knots an hour. On the strength of this statement tbe attorney general was making bis decision and while the wreck of the grandest establishment which bad honored tbe land, had been going on, to tbe sbame and degradation of the govern meat. On the 11th of June, 1885.

another trial trip had been made to test tbe strength of tbe vessel, not speed. Capt. Belknap had sent a dispatch to tbe secretary reporting tbe result of tbe trip snd making no complaint of tbe vessel or unfavorable comments thereon. Tbe following day tbe secretary telegraphed and this telegram has also slumbered until called for by Senator Hale. Tbat test was valuleaa and olosed with these significant sentences: "Has yesterday's trial aided jo la determining this matter; if not require such tests to be made next week If yiu think necessary.

Do tbls unless you prefer to make yonr report based on the present information. They did not matte tbelr report on their present Information, without steaming up again. On the strength of the instructions, from the secretary, tbey made tbeir report condemning tbe Dolphin. They said tbat she was constructed weak, a fact they had not Intimated in their despatches. 1 hey ssld that the engine deck vibrated as tbe vessel plunged through a rough sea, while experts maintained tbat It was a sign of strength for these monsters of tbe deep to vibrate.

Each and every act of Secretary Whitney from the time this nocalled for warfare had been commenced upon Roach to the rendition of the attorney generals opinion, had been wlthont authority of taw or fact, and every net since that time had been wlthont authority of law. If the opinion of tbe attorney general was law, be, (Mr. Ooff,) would rather spend an eternity with John Roach under these otrcamstances, amid the wreck of a life time and tbe destruction of a fortune, than an hour with tbe young reformer la his gilded palace at tba other end of tbe avenue. (Applause on the republican side.) Tbe committee rose and taw house took a reoseess till a p. m.

P. Schuster, postinmlcr of Hcr- nallllo, is the victim of one n( the ruont outrageous plots ever concocted upou a respectable and l.iw-ahidlng citizen. The substance of the case is as follows: A few months airo the postofllce was re moved from tbe store of I'erea llros. to tbe mercantile establishment of ij. p.

Schuster, who was appointed postmaster. Ever since that lime there bas been a rivalry between the new official and cer tain parties Iu the town who claim to be respectable anil beyond all suspicion of small dirty acts. How ever, utter trying In every way possible hy petitions, (which were duly thrown In the waste basket as iitualj to have Mr. Schuster removed, a thought struck them, which no matter bow infamous, was quickly acted upon. Mr.

Juan Sanchez, who carries tbe mail between Bernalillo and the Je- mes springs was In receipt of a letter from Washington, coutainlng a check for bis pay, and as be received It from tbe postmaster, kindly requested him to open and read it to him as be was unable to do so himself, which request was com piled with and nothing more being thought about it. I'pon Sanchez being questioued by the opposing parties privately about tbe affairs in the poatohioe. the subject of him receiving a check was brought up. A grand and glorious idea struck them to use Mr. Sanchez for a tool, knowing he could neither read nor write.

Unknown to anybody excepting them selves, they bad an affidavit drawn up for Mr. Sanchez to sign (be being able to write his name only to tbe effect tbat Mr. Schuster bad opened his mall with out his permission and against bis wishes. After bulldozing and softsoaplng Mr. Juan Sanchez for some time he signed tbe document, greatly to tbe relief of tbe schemer, be not knowing what It wss at tbe time.

As soon as Mr. Schuster heard of the newly devised plan be asked Mr. Sanchez what be bad been dolog and why be signed such an affidavit, wblcb was certainly false. Sancbei replied thai be did opt know wbat tbe papers were, sod Immediately took an affidavit to tbat affect, wblcb Mr. Schuster now holds.

How the affair will terminate is bsrd to tell, but we only bope the guilty parties will be brought to justice for their lowlived and dirty, unprincipled tricks. Tbe tacts of tbe case were given to me by a responsible citizen and totally disinter ested. Mr. Schuster has always shown himself to be one of our most upright and honest citisens, totally lnoapsble of such aa act of dishonesty. However, I would five the prosecuting parties a little good advice, and tbat is to not go too much on tbe would be legsllte, wbo was aot blown as 1 0 as be ought to bava been tba other night.

If tbey do their transfer to tbe state prison Is only a matter of time. Mr. S. A. Hubbelt and family bare just returned from aa extensive visit In tbe vicinity of St, Louis, where be purchased a valuable building lot for fU.OOO.

Fif teen minntes afterward he was offered an advance of two dollars per foot, wblcb be declined. Mr. Pedro Perea and wife and Miss Barbara Perea left last night for St. Louis. Tbey will be com about two weeks.
