DeSMET Livinus Fred "Vinne" DeSmet, 65, a resident of Albuquerque for 33 years, died Thursday. He survived by his sisters, Dorothy Cart er and husband, Slats of Espanola; JuCogdill and husband, Hershel of Albuquerque, and Martha Van Zandt in husband, E.L. of Loveland, Texas, brother, Landon and wife, Etta Bosque Farms, nieces and neph 17 25 ews, and great-nieces and nephews. He was a lifetime resident of New Mexico. He served four years in the U.S.

Lucero is survived by three daughters, Mrs. Robert (Esther) Saucedo, Mrs. Max (Tillie) Martinez of Albuquerque and Mrs. Henry (Margie) Otero of Gallup; 19 grandchildren; and 21 great-grandchildren. Mr.

Lucero was preceded in death by his fourth daughter, Mrs. Diego (Dorothy) Flores of Albuquerque. Mr. Lucero worked as a coal miner at Madrid and Cerrillos before going to Gallup to work the mines in that area. After the mines closed he went to work for the Santa Fe Railroad where he retired.

Mr. Lucero was a member of the Queen of Heaven Church. Rosary will be recited Sunday at 7:30 p.m. at Garcia Mortuary Chapel. Funeral services will be conducted Monday at the Queen of Heaven Church where mass will be celebrated at 9 a.m.

Aide, Dies WASHINGTON (UPI) Barbara Watson, the first woman and first black person to hold the rank of assistant secretary of state, died at George Washington University Hospital on Thursday after a brief illness. She was 64. Ms.

Watson served in both the Carter and Nixon administrations as administrator of security and consular affairs, a State Department job that has the rank of assistant secretary. She also was ambassador to Malaysia in 1980-81 before leaving the department. As administrator for consular affairs, she was responsible for an agency that had nearly 1,000 American employees plus another 2,000 foreign employees in more than 250 consular offices around the world. Pauline Sanchez Is Dead at 59; Services Monday A funeral mass for Pauline Sanchez, a lifelong resident of Old Town, will be celebrated at 11 a.m. Monday at San Felipe de Neri Catholic Church.

A member of a pioneer Old Town family, Mrs. Sanchez died Thursday in an Albuquerque hospital. She was 59. Her mother, Victoria G. Griego of Albuquerque, died three weeks ago.

Mrs. Sanchez is survived by her hushand, Gilbert P. Sanchez, daughters, Arlene Gutierrez and Yvonne Haynes; three granddaughters and a great-grandson. Also surviving are a sister, Genoveva Lucero, and six brothers, Alfonso, Joe, Max, Flavio, Salomon and Ben Hernandez. She was a member of San Felipe de Neri Catholic Church.

Frank Miller, Noted Iowa Cartoonist, Dies DES MOINES, Iowa (UPI) Frank Miller, a Pulitzer Prize-winning cartoonist whose work appeared in the Des Moines Register for 29 years, died of a massive heart attack Thursday night, officials said. Miller, 57, who worked at the Kansas City Star before joining the Des Moines Register staff 29 years ago, was awarded a Pulitzer Prize in 1963 for his cartoon depicting the a termath of a nuclear war. and thoughtfulness will always be greatfully remembered and deeply appreciated.

She joined the State De- Dr. Ralph Gibson, 81, Dies; Helped Develop U.S. Rockets CHEVY CHASE, Md.

(AP) Dr. Ralph E. Gibson, emeritus director of the Johns Hopkins University Applied Physics Laboratory and a rocket expert formerly with the U.S. Defense Department, has died at his home here. He was 81.

Gibson, a physical chemist who served as director of the Applied Physics Laboratory from 1948 until his retirement in 1969. died Wednesday after a stroke. During World War II, Gibson served as chairman of the Rocket Propellant Panel, Joint Committee on New Weapons and Equipment for the be Joint Chiefs of Staff. He was also Director of Research for the Allegany Ballistics Laboratory and contributed to the development of solid propellant rockets. In 1948, Gibson, who was born in King's Lynn, Norfolk, England in 1901, partment in 1966 as a special assistant to the deputy undersecretary for administration.

Earlier, she served as an attorney on the New York City board of Statutory Consolidation, assistant attorney in the office of the Corporation Counsel of New York City and executive director of the New York City commission to the United Na tions. Miss Watson earned a bachelor's degree at Bar nard College and a law degree at New York Law School, where she was third in her class. In the 1950s, she ran her own modeling agency in New York. Miss Watson spoke French and Spanish and was a member of the board of directors of the United Mutual Life Insurance Co. Inc.

In 1966, he was appointed by Queen Elizabeth II as an Honorary Commander of the Most Excellent Order of the British Empire. After his retirement from the Ap plied Physics Laboratory, Gibson was awarded the Medal for Distinguished Service the Defense Department's highest civilian honor.

Gibson is survived by his wife, Elizabeth, a daughter and two sons. A memorial service will be held today at Christ Episcopal Church in Kensington.
